To be able to design a reliable solution for a given module requires a
minimum of 5 years of experience, IMO. 4 modules 20 years. R3 has only
existed since 92, so obviously, I find that hard to believe.

And just to be specific, I don't actually think that an ABAPer with less
that 8 years is all that good. Nor a PS configurer.

Such people do exist and they usually work as Solution Architects or some such title. They are also usually very experienced consultants with many years in the field and they cost real money as a result.
