Age limits depend on the policy and culture of the company. Age shouldn't matter, experience and ability should, but some companies demand a minimum number of years experience, which will to some extent decide the minimum age, some like to reflect a sophisticated and mature image, while others want to promote a very modern, youthful image according to the nature of their business, so that can affect who they hire even if it isn't actually written down anywhere. If you are working as a contractor/consultant it really doesn't matter but many companies/people will associate age with experience, which is sometimes true, sometimes not.
