Consultants make recommendations in the best interest of the client. By this definition, most of the people referred to as a "consultant" are actually doing employee work under contract. There are many reasons there are so many "consultants." A primary reason is that paying a consulting company goes on a different budget line and a different tax reporting line than does an employee.
